RESUME/ABSTRACT This article examines the process of the institutionalization of ethnic relations according to the development of, and the increase in, the modern state in Quebec. Ethnic minority groups' discourses are analyzed as these groups enter into relations with the government of Quebec. This study analyzes fifty-seven briefs submitted by ethnic minority groups' associations from 1974 to 2000 during public consultations organized by the Province of Quebec. The results of using a socio-historical framework to examine the participation of ethnic minority groups during public consultations as well as identifying those topics minority group members felt were important also showed irregularities between the positions sustained in their briefs.
